No single axis can sort assessments. Their type is set by a combination of seven.

Seven axes

A type of assessment is
a combination of axes.

Assessment can’t be sorted along a single axis. Its type is set by a combination of several — what it is for, what it is compared against, who does it, what is assessed, how it is checked, and when. Below, each main axis in turn, then an example of how they combine.

Purpose
Reference
Assessor
Subject
Method
Timing
Result
Axis 1 · Purpose

What is the
assessment for?

The most basic axis. In 1967 Michael Scriven distinguished “formative” from “summative”; the American educational psychologist Benjamin Bloom and colleagues later added “diagnostic.” The three-way split took hold in education, and it applies widely elsewhere.

Diagnostic assessment

Diagnostic assessment

Before you start: find out where things stand.

Examples: a doctor’s history-taking and tests, a baseline survey before a rollout, checking understanding before a course.

Formative assessment

Formative assessment

Along the way: feed into improvement.

Results are used not as pass/fail but as pointers to what to fix and how — internal self-checks, progress reviews of improvement work and the like.

Summative assessment

Summative assessment

At the end: reach a final verdict.

Examples: passing or failing an exam, gaining a certification, deciding whether to sign a contract.

Also distinguished in practice

Selection

Selection

Choose from several candidates.

Examples: hiring, choosing a supplier.

Conformity assessment

Conformity assessment

Confirm that standards or requirements are met.

Examples: certification, inspection.

監視型Monitoring

Monitoring

Keep watch on a state, continuously.

Example: continuous monitoring.

The purpose changes how criteria are built and how strict the evidence must be.

An assessment for improvement can tolerate some vagueness; one that decides pass or fail cannot — there, the interpretive drift and thin evidence that arise when people assess (the problem) turn directly into unfairness.

Axis 2 · Reference

Compared
against what?

The distinction the American psychologist Robert Glaser drew in 1963 (introduced in the Why section of Assessment).

Criterion-referenced

Criterion-referenced

Judge whether a predefined standard has been reached.

Checked against the standard itself, not against others — “Is multi-factor authentication in place?” Most audits and certifications work this way.

Norm-referenced

Norm-referenced

Judge by relative position among others.

Examples: standard scores, comparisons with industry peers, rankings.

Ipsative assessment

Ipsative assessment

Compare with the same subject’s own past.

Neither other people nor a fixed standard: how much the same subject has changed over time. Common in formative assessment that tracks progress.

Axis 3 · Assessor

Who
does the assessing?

In the international vocabulary of conformity assessment (ISO/IEC 17000), assessments are split three ways by who performs them.

First-party

First-party

Done by yourself.

Self-assessment, internal audit, answering a self-report questionnaire. Easy to run, but the most exposed to answers from memory and the wish to look good (Problem 2).

Second-party

Second-party

Done by a business counterparty.

Examples: a buyer auditing its suppliers, security assessments of business partners.

Third-party

Third-party

Done by an independent body with no stake.

Examples: ISO certification audits, audits by an external audit firm. The more independent the assessor, the more trustworthy the result — and the more it costs in money and time.

Also

Peer review

Peer review

Peers assess one another.

360-degree feedback

360-degree feedback

Assessed from several positions — managers, peers, reports.

Axis 4 · Subject

What
is being assessed?

Each kind of subject has grown its own assessments, field by field.

人People

Abilities and physical or mental state.

Academic and ability tests
Aptitude tests
Clinical assessment

Tests of knowledge and ability, aptitude tests in hiring, and assessments of physical and mental state in medicine and psychology.

Things and products

Quality and safety.

Quality inspection
Safety assessment
Common Criteria

Quality inspection, safety assessment, and the evaluation of information-security products — where the international standard Common Criteria (ISO/IEC 15408) belongs.

Organizations and processes

Controls, and how mature the way of working is.

Internal-control assessment
Maturity assessment

Internal-control assessments, and maturity assessments that grade in stages how mature an organization’s way of working is. The classic example is the software-development maturity model compiled around 1990 by the Software Engineering Institute at Carnegie Mellon University.

リスクRisk

Find what could go wrong, and set priorities.

Identification
Analysis
Evaluation

Identifying what could go wrong, estimating its likelihood and impact, and deciding what to deal with first. The 2009 international standard ISO 31000 lays this out as identification, analysis and evaluation.

影響Impact

Effects on the environment or on privacy.

Environmental impact assessment
Privacy impact assessment

Environmental impact assessments of what a project does to the environment, and privacy impact assessments of how handling personal data affects privacy. The EU’s General Data Protection Regulation (GDPR), in force since 2018, makes the latter mandatory under certain conditions.

価値Value

Estimate what property or tax is worth.

Property appraisal
Tax assessment

Property appraisal and tax assessment. As the etymology shows, this is where the oldest meaning of “assessment” lies.

Axis 5 · Method

How
is it checked?

How the evidence is gathered — in practice, one of the most important axes.

Self-report

Self-report

Have them answer a questionnaire.

Many subjects can be assessed at once, but whether the answers are right depends on the respondents.

Document review

Document review

Read policies, procedures and records.

Checking by reading documents such as policies, procedures and records. Deciphering unstructured documents made for human readers (see Documents) is the core of the work.

面談型Interview

Interview

Ask the people responsible.

It can surface realities and reasons that aren’t written down, but it leaves little on the record.

On-site observation

On-site observation

Visit the site and see the work and equipment.

Testing

Testing

Try it for real.

Examples: penetration tests that actually attack a system to find weaknesses, and practical skills exams for people.

From self-report toward testing, evidence grows more objective — and costs more time and money.

In terms of the three problems of human assessment (the problem), self-report suffers most from thin evidence, and on-site and testing methods most from time.

Axis 6 · Timing

When
does it happen?

Ex-ante

Ex-ante

Before something begins.

Examples: investigating a counterparty before a contract (due diligence), an environmental assessment before a project starts.

Ex-post

Ex-post

After the fact: check results and effects.

Periodic

Periodic

Repeated yearly, or every few years.

Most audits and certification renewals.

Continuous

Continuous

Watch the state all the time, or at short intervals.

Periodic assessment is only a snapshot of one moment (Problem 3); continuous assessment has gained weight in recent years to make up for that.

Axis 7 · Result

How are
results reported?

Verdicts, too, come in different forms.

合否型Pass / fail

Pass / fail

Whether the standard is met, or not.

Score / level

Score / level

A score or a stage.

Maturity assessments, for example.

記述型Narrative

Narrative

Findings and observations, written out.

In practice, a pass/fail or score is usually paired with the findings behind it.

Combining

Look at the combination,
and you can see which problems will bite.

Real assessments are characterized by a combination of these axes. A supplier security assessment, for instance, usually looks like this.

Example: supplier security assessment

目的Purpose
Selection or contract renewal (summative)
比較Reference
Criterion-referenced
主体Assessor
第二者Second-party
対象Subject
The organization and its risks
方法Method
Self-report questionnaire + attached evidence
時期Timing
Ex-ante before the contract + yearly periodic review

Second-party, self-report assessment invites answers from memory and thin evidence — and endless hours of reading.

The combination also predicts which of the three problems of human assessment (the problem) will be strongest. Second-party self-report assessment covers many suppliers efficiently, but it invites answers from memory and thin evidence — and the assessing side spends enormous time reading hundreds of answers and matching them to evidence.

Where AI helps most is the kind of assessment that works through self-reports and document reviews in bulk.
