Where AI is entering pharmaceutical quality
AI is moving from pilots into everyday quality work in drug manufacturing. FDA anticipated this in 2023, noting that “AI can be used to examine consumer complaints and deviation reports” and “can be used to proactively monitor manufacturing operations for trends” (FDA CDER discussion paper). FDA itself now uses AI: its Elsa tool can “summarize adverse events to support safety profile assessments” (FDA).
| Use case | What AI does | Human role |
|---|---|---|
| Document and record review | Checks SOPs, batch records and investigations for gaps and inconsistencies | QA decides and signs |
| Deviation and complaint triage | Classifies, finds similar past events, suggests severity | QA confirms classification |
| Trend detection | Finds patterns across deviations, OOS results and process data | QA and engineering investigate |
| Visual inspection | Detects defects in vials, tablets or packaging | Qualified model; quality oversight of performance |
| Process monitoring | Predicts drift before it causes out-of-specification results | Process owners act; changes go through change control |
| Regulatory and quality assessment | Compares documents against regulations and guidance | Regulatory and quality experts decide |
What “pharmaceutical quality assessment” means
The phrase covers two things. Inside companies, it means evaluating whether procedures, records and systems meet requirements, the work of audits, reviews and gap assessments. At FDA, it also describes how the agency assesses quality: reviewing the chemistry, manufacturing and controls of applications, inspecting facilities, and, through the voluntary Quality Management Maturity program, evaluating “how effectively drug manufacturers monitor and manage quality and quality systems” (Arnold & Porter). AI can speed the reading behind both, if its outputs can be checked.
What regulators expect from AI in 2026
FDA’s credibility framework (draft, January 2025). FDA’s draft guidance on AI to support regulatory decision-making applies to “the nonclinical, clinical, postmarketing, and manufacturing phases” and sets a seven-step process, starting with defining the question and the context of use (COU), assessing model risk, and ending with determining “the adequacy of the AI model for the COU” (Troutman Pepper). It excludes AI used only for operational efficiency, such as drafting submissions.
FDA and EMA joint principles (January 14, 2026). The regulators “listed 10 guiding principles” for AI that generates evidence across the drug life cycle, including a “risk-based approach that factors in validation, risk mitigation, and oversight,” “good data governance and documentation” and a “lifecycle management approach” (RAPS).
EU GMP Annex 22 (draft, 2025). The proposed annex “establishes requirements for the use of AI and machine learning in the manufacturing” of medicines (European Commission). The draft applies to “Static, deterministic AI/ML models” with direct GMP impact and excludes generative AI such as LLMs (GMP Insiders).
Enforcement (April 2026). FDA warned a firm that “used AI to create drug product specifications, procedures, and master production or control records,” stating AI output “must be reviewed and cleared by an authorized human representative of your firm’s QU” (FDA warning letter, Purolea).
Guardrails for AI in quality work
- Define the context of use: what decision the AI supports and what it does not.
- Rate the risk: impact on patient safety, product quality and data integrity.
- Prefer assistive uses where a qualified person reviews every output before it affects a record or decision.
- Require traceable outputs: every finding should cite the source passage or data.
- Validate in proportion to risk and monitor performance over time.
- Govern data: inputs controlled, access restricted, records retained.
- Train staff to challenge AI outputs, not just accept them.
- Document all of the above in procedures that inspectors can read.
AI readiness checklist for pharmaceutical quality
- Inventory of AI uses in GxP and quality work
- Context of use and risk rating for each
- Human review and approval defined for every GxP-relevant output
- Outputs cite sources or data
- Validation or credibility evidence proportionate to risk
- Data governance and access controls in place
- Procedures reference FDA draft guidance, FDA-EMA principles and EU Annex 22 draft
- Generative AI kept out of decisions it cannot be held accountable for
- Performance monitored and periodically reviewed
Evidence-first AI for quality assessment
AskDona was built for the assistive, traceable use regulators describe: it reviews quality documents against 21 CFR 211, ICH guidelines, EU GMP or your own procedures, flags gaps and inconsistencies, and cites the passage behind every finding, so a qualified reviewer can verify each one before acting.
Run a sample AI-assisted quality assessment on one procedure or investigation. AskDona shows the evidence; your quality unit decides.
FAQ
How is AI used in pharmaceutical quality? For document review, deviation triage, trend detection, visual inspection and process monitoring, with qualified people making decisions.
Does FDA allow AI in GMP? Yes, with controls. FDA’s draft guidance sets a risk-based credibility framework, and FDA expects human review of AI output (FDA).
What is EU GMP Annex 22? A draft annex on AI in medicine manufacturing that covers static, deterministic models and excludes generative AI from its scope.
What are the FDA-EMA AI principles? Ten joint principles issued January 14, 2026 for good AI practice across the drug life cycle (RAPS).
What is pharmaceutical quality assessment? Evaluating whether drug quality systems, records and products meet requirements, by companies internally and by FDA through reviews, inspections and the QMM program.
